Dennis Welsch, Community Development Director
May 30, 1997
Page 2

20. Groundwater - Potential for Contamination

Roseville should periodically monitor the groundwater to determine if there are indications of
groundwater contamination. The Council's Short-Term Water Supply Plan, adopted in 1990 states:

Monitoring efforts must continue on the movement of contaminants from known polluted sites
and monitoring of ambient conditions should be focused on knovm and suspected pollution sites
in order to track contamination and discover any new threats.

The EA W indicates in Item # 13 that there are three private wells located within the proposed
development area, but there is no information given about their operational status. As abandoned wells
which have not been properly sealed can allow hazardous materials to directly enter the groundwater, the
Council urges the city to assess the status of these wells now.

This will conclude the Council's review of the EA W. No formal action on the EA W will be taken by the
Council. If you have any questions or need further information, please contact Jim Uttley, principal
reviewer, at 602-1361.

Sincerely,

~ A-vuL--

Helen Boyer, 'Dir~t~)f ..
Environmental Services Division

c: Esther Newcome, Metropolitan Council District 11
Keith Buttleman, Director, Environmental Planning and Evaluation Department
Thomas C.
