<br />Construction Timing and Methods <br /> <br />The expected year of completion is 2010. With the single exception of Ryan Phase III, which is <br />currently under construction, the City does not anticipate that any new structures will be added to Twin <br />Lakes before March 2001. In addition, the City does not anticipate that construction will have begun <br />on Twin Lakes Parkway until well after 2001. Unfavorable market conditions or other circumstances <br />may contribute to delays in the commencement or completion of construction. The factors which may <br />influence the timing and methods of construction include: <br /> <br />1) the extent of hazardous substances and the level of effort required for clean-up prior to site <br />development work prior to receiving approval by the Minnesota Pollution Control Agency; <br /> <br />2) the national and local market conditions for the proposed type and total square footage for each <br />property, competition with other regional business parks offering similar amenities, and <br />marketability of individual site locations within Twin Lakes Business Park; <br /> <br />3) fmal alignment of the proposed Twin Lakes Parkway and selected staging and sequencing options <br />to provide access to interior parcels; and, <br /> <br />4) degree of local controversy and challenges introduced by current and future land owners and area <br />neighborhoods relative to relocations, condemnations, and site-specific impacts such as traffic or <br />noise. <br /> <br />5) business plans of existing property owners. <br /> <br />6) dates on which the City expects that public funds needed for redevelopment will become available. <br /> <br />Building, parking lot, and outdoor storage area demolition and associated utility relocations will occur, <br />and soil correction, surcharging, mass grading, and pile driving will be completed to prepare the <br />individual sites for building development. Erosion control practices will be implemented to protect <br />impacts to Langton Lake and Oasis Pond, and existing trees will be preserved to the extent possible. <br /> <br />Provide a 50 or fewer word abstract for use in EOB Monitor Notice: <br /> <br />The proposed Twin Lakes Business Development Area includes the development or redevelopment of <br />30 parcels totaling 738,810 net additional square feet of buildable footprint coverage, for a business park <br />total of nearly 2.1 million square feet. The project is expected to be fully developed by 2010 and will <br />include the construction of a new street (Twin Lakes Parkway), walking and biking trails, and <br />landscaping enhancements. <br /> <br />#24397 <br /> <br />4 <br />
