<br />Pointe environmental review process has been relied upon as part of the analysis in this EA W) The <br />project also includes the construction of the proposed Twin Lakes Parkway, a two-lane facility with left <br />and right turn lanes and landscaped medians and boulevards. Direct access from Twin Lakes Parkway <br />to and from northbound I-35W will be provided. Through staging, this street will connect to Snelling <br />Avenue on the east side of the project area. The roadway is needed to provide proper access to interior <br />parcels, to accommodate future traffic generated within the site, and to improve levels of service and <br />capacity restraints on existing local and regional roadways around the project area, including County <br />Road C, Cleveland Avenue and Fairview Avenue. <br /> <br />Implementation Plan Methodology and Assumptions <br /> <br />The City of Roseville identified the Twin Lakes Business Park as a Tax Increment Financing (TIP) <br />District in 1988 and prepared a Land Use Guide Plan for its future development. The Twin Lakes <br />Business Park Comprehensive Plan Amendment is expected to be approved in June, 1997, and supports <br />the redevelopment of the properties and recommends urban design enhancements, necessary <br />infrastructure and drainage/ponding improvements. <br /> <br />Since the initiation as a TIF District, there have been several proposals that were implemented within <br />the Business Park that have yielded new office/retail/light industrial and commercial properties <br />consistent with previous planning efforts. Based on these efforts, the City of Roseville determined that <br />it needed a comprehensive, coordinated approach to address potential environmental impact issues that <br />would arise from the development and redevelopment ofthe remaining 30 parcels in the Twin Lakes <br />TIF District. Therefore, the City initiated this EA W to consider the cumulative environmental effects <br />expected with the ultimate redevelopment of the Twin Lakes area and also a measure of performance <br />to approve/revise developer proposals as they are received over the 13 year expected development <br />horizon for Twin Lakes. <br /> <br />Assumptions were made to measure the level of impact for a full-buildout. The maximum development <br />that each parcel will support based on performance standards within the light industrial/office/showroom <br />zoning districts was assumed and 738,810 square feet of additional building area for a total ultimate <br />building area of approximately 2.1 million square feet was determined. <br /> <br />Forecasts for future traffic, noise, air quality, and site hydraulics are based on the year 2011, which <br />reflects one year after the anticipated completion. Attachments A (Property Details) and B (Building <br />Details) were used to develop Attachment C which documents the calculations and assumptions used <br />in estimating the amount of developable land and its capacity for future development. <br /> <br />Anticipated Site Improvement Benefits <br /> <br />The City of Roseville anticipates a number of benefits from the redevelopment of the Twin Lakes <br />Business Park. In addition to the taxable benefits that will be received by reinvesting in new <br />development, aesthetic improvements will result from the project, and a total of 5,655 jobs will be <br />created or retained by 2010. The cleanup of the city's most concentrated area of known and potentially <br />hazardous waste and contaminated sites will also continue at a more aggressive pace. This would <br />include the continued removal of leaking underground and above-ground fuel and other petroleum <br />storage tanks, contaminated soils, asbestos, abandoned wells, and inactive septic systems that are known <br />to exist in the area. The project will also result in a focus on the natural environment features in the <br />area, including Langton Lake and Oasis Pond, and add extensive landscaping and pedestrian and <br />bicyclist trails as urban enhancements. These enhancements, in addition to the removal of contaminated <br />sites and the heavy vehicle traffic and noise generated by trucking businesses, will provide additional <br />buffering and improve the quality of life for the residential neighborhoods to the north of Twin Lakes. <br /> <br />#24397 <br /> <br />3 <br />
