<br />28. Compatibility with Plans. Is the project subject to an adopted local comprehensive land use plan or <br />any other applicable land use, water, or resource management plan of an local, regional, state, or <br />federal agency? <br /> <br />l Yes No <br /> <br />If yes, identify the applicable plan( s), discuss the compatibility of the project with the provisions of <br />the plan(s), and explain how any conflicts between the project and the plan(s) will be resolved. If no, <br />explain. <br /> <br />Response: The proposed project is consistent with the Twin Lakes Business Park Comprehensive <br />Plan. The Plan discusses the development of Twin Lakes Parkway to provide access to interior parcels <br />in the business park, as well as improving the visual impact of the area and carrying a theme <br />throughout the business park. The expanded infrastructure and public services considered in this EA W <br />are consistent with the same discussions in the Comprehensive Plan (see Question 29). <br /> <br />The original plan for Twin Lakes Parkway called for locating it just south of Langton Lake and north <br />of parcels 14 and 15. However, to enhance the connection with I-35W, a southerly route that links <br />directly into the existing on/off ramps ofI-35W has been defined. A southerly position of Twin Lakes <br />Parkway provides better and more direct access to redevelopment parcels. Fewer roadways would be <br />required to provide access to the parcels, and more desirable development sites may be created along <br />Langton Park. This EA W is consistent with the southerly position of Twin Lakes Parkway that ties <br />into the Comprehensive Plan's Option B (Ramp Configuration) and Location Option C (South <br />Alignment to Existing Ramps). <br /> <br />29. Impact on Infrastructure and Public Services. Will new or expanded utilities, roads, other <br />infrastructure, or public services be required to serve the project? <br /> <br />XYes <br /> <br />_No <br /> <br />If yes, describe the new or additional infrastructure/services needed. (Any infrastructure that is a <br />"connected action" with respect to the project must be assessed in this EA W; see EA W Guidelines for <br />details. ) <br /> <br />Response: The majority of required infrastructure for the Twin Lakes Business Park is currently in <br />place with the exception of two proposed roadways and interior sanitary sewer, watermain and storm <br />sewer extensions west of Fairview A venue. No additional storm water ponding facilities will be <br />required. Major infrastructure improvements are not necessary to redevelop parcels located east of <br />Fairview Avenue, however minor utility relocations and curb cuts in Terrace Drive may be required <br />10 some areas. <br /> <br />The full redevelopment of interior parcels located west of Fairview A venue will require the <br />construction of Twin Lakes Parkway and Mount Ridge Road. Twin Lakes Parkway is proposed to <br />begin at the intersection of Cleveland Avenue and the northbound I-35W entrance/exit ramps and run <br />east to the intersection of Fairview A venue and Terrace Drive. The parkway is proposed to be <br />approximately 3100 feet in length and include two 16 foot wide through lanes with left turn lanes and <br />a center median throughout. A bituminous pedestrian trail is also proposed along the parkway. Mount <br />Ridge Road is proposed to be a 36 foot wide roadway approximately 1800 feet in length, connecting <br />County Road C-2 and Twin Lakes Parkway. Both roadways are proposed to have bituminous surfaces <br />with concrete curb and gutter. <br /> <br />#24397 <br /> <br />26 <br />
