Sanitary sewer facilities are proposed to be constructed along Mount Ridge Road to serve interior
parcels in the development. Approximately 1000 feet of 8 inch sanitary sewer is proposed to be
constructed.

Water main facilities are proposed to be constructed along Mount Ridge Road and Twin Lakes
Parkway to serve interior parcels in the development and provide additional "loops" within the City
watermain grid. Approximately 3000 feet of 8 inch diameter watermain is proposed to be constructed
along Mount Ridge Road and a portion of Twin Lakes Parkway. Approximately 2000 feet of 12 inch
diameter watermain is proposed to be constructed along the existing Iona Lane utility easement and
the eastern portion of Twin Lakes Parkway.

Storm sewer facilities include catch basins for the two proposed roadways with trunk sewer running
to existing storm water treatment ponds. Additional trunk sewer facilities will be constructed to
provide connections between proposed parcels and existing storm water treatment ponds.
Approximately 3500 feet of 12 inch through 36 inch diameter storm sewer is proposed to be
constructed in conjunction with ultimate development in the Twin Lakes Business Park.

30. Related Developments; Cumulative Impacts

a. Are future stages of this development planned or likely? _ Yes --X.. No

If yes, briefly describe future stages, their timing, and plans for environmental review.

b.

Is this project a subsequent stage of an earlier project? ..L Yes

No

If yes, briefly describe the past development, its timing, and any past environmental review.

Response: See Attachment H, the report prepared by the City in July 1996, entitled, "Roseville
Twin Lakes Project -- 1980 to present." The final paragraph of the Report refers to "two
additional buildings to be constructed in 1996." Construction on the second of those buildings
-- a 35,000 square foot office flex building -- did not commence until 1997.

c. Is other development anticipated on adjacent lands or outlots? -X- Yes _ No

If yes, briefly describe the development and its relationship to the present project.

Response: Development is anticipated to resume on the Centre Pointe Business Park in 1997,
with completion expected to occur three years later. As recognized by the City in its most recent
negative declaration on the need for an EIS on Centre Pointe, and in the findings of the Ramsey
County District Court affirming that decision, Twin Lakes is neither a connected action nor a
phased action with Centre Pointe.

d. If a, b, or c were marked Yes, discuss any cumulative environmental impacts resulting from this
project and the other development.

The analysis described above and in the accompanying attachments necessarily took into
consideration the cumulative impacts of existing stages of Twin Lakes and a full buildout.
