<br />APPENDIX B - TRAFFIC ANALYSIS <br /> <br />INTRODUCTION <br /> <br />The Twin Lakes area is located within the City of Roseville, Minnesota and is bounded by County Road C2 <br />and Terrace Drive to the north, County Road C to the south, Snelling Avenue to the east and Cleveland <br />Avenue to the west (see Figure 4 in Appendix A). <br /> <br />The entire Twin Lakes Business Park is currently developed with approximately 1.4 million square feet of <br />office, industrial, warehouse, truck terminal and minor retail land uses. The proposed project is projected to <br />redevelop approximately 908,150 square feet of this existing building space plus some existing open space <br />into roughly 1,348,356 square feet ofoffice/showroom building area. This will add approximately 738,810 <br />square feet of building space to the Twin Lakes area. The proposed project will also include the construction <br />of a new east/west roadway link (Twin Lakes Parkway) between the 1-35W northbound ramps I Cleveland <br />A venue intersection and the Terrace Drive I Fairview A venue intersection. <br /> <br />The study process included: the documentation of the existing traffic conditions near the site; the development <br />of Year 2011 background and post-development traffic forecasts at key access intersections adjacent to the <br />site; capacity analyses ofthe key access intersections under the existing, background and post-development <br />scenarios; the documentation of summary conclusions and the development of roadway and/or traffic control <br />recommendations to ensure adequate traffic operations to the from the site following the redevelopment. <br /> <br />The key sections of the study are listed below and are summarized in the following paragraphs of this <br />memorandum. All Tables and Figures appear at the end of this Appendix. <br /> <br />. Existing Conditions <br />· Traffic Forecasts <br />· Capacity Analyses <br />· Conclusions <br />· Recommendations <br /> <br />EXISTING CONDITIONS <br /> <br />The existing traffic conditions in and around the Twin Lakes redevelopment area were observed and <br />documented. These include the existing roadway and intersection geometrics, intersection traffic control and <br />current traffic demands. <br /> <br />ExistiD~ Roadwav System <br /> <br />Regional access to and from the Twin Lakes area is provided via I-35W and Snelling Avenue (Trunk <br />Highway 51). Subregional and local access is provided by Cleveland A venue, County Road C, County Road <br />D and Fairview A venue (Figure B 1). <br /> <br />I-35W is a urban freeway with interchanges at the County Road C I Cleveland Avenue and County Road D <br />junctions. The roadway is functionally classified by MnlDOT as a principal arterial. <br /> <br />Snelling A venue (TH 51) is currently a four lane divided expressway with at-grade intersections at the County <br />Road C and County Road C2 junctions. The Snelling A venue approaches to these intersections are provided <br />with exclusive left and right turning lanes.
