2. Many property owners need to know exact dimensions of the realignment so that
their site can be adjusted to take advantage of the new road frontage.

Staff Recommendation:

The Twin Lakes Business Park plan was adopted as part of the City's Comprehensive
Plan in 1994, including the location of Twin Lakes Parkway. If the location of the
Parkway is to be changed, then a Comprehensive Plan Amendment will be required.
It is recommended that the Planning Commission recommend City Council approval of
a Comprehensive Plan Amendment to incorporate the BRW study and its findings.

Assuming the Commission and Council approve this amendment and the Metropolitan
Council reviews it positively, the next step will be to prepare an "official road map" which
is a plat illustrating the exact amount of land needed for the realignment. The "official
mapping" process is a State law that allows a City to designate a future road right-of-
way and give the City an opportunity (90 days) to buy that right-of-way prior to future
building construction in the right-of-way.

Suggested Recommendations/Actions:

1. Adopt a resolution to recommend City Council approval of a Comprehensive
Plan Amendment concerning the Twin Lakes Business Park to incorporate the
findings of the BRW study into the Comprehensive Plan, including the revised
location of Twin Lakes Parkway, utilities, ponding, and redesign of the right-of-
way improvements.

2. Motion to recommend the City Council to authorize the City Manager and staff to
begin the "official right-of-way mapping" process as soon as practical after
approval of the Comprehensive Plan amendment.

Attachments:

BRW Report
City Maps: Location, Site
Resolution

Staff Report by: Rick Jopke, Assistant Community Development Director (490-2241)

4
