<br />REQUEST FOR COUNCil ACTION <br /> <br />DATE: 10-14-96 <br />ITEM NO.: H-l <br /> <br />~~~~~oval Manager Reviewed: Agenda Section: <br /> <br />~IIN'! 0 ~ ~ Hearing <br /> <br />Item Description: Comprehensive Plan Amendment to change the location of the <br />proposed Twin lakes Parkway within a portion of the Twin <br />lakes Business Park, lying between Fairview Avenue, <br />Cleveland Avenue, County Road C, and County Road C-2 <br />allowing for future alignment with the 35W ramp at Cleveland <br />Avenue. <br /> <br />Background: <br /> <br />· The City completed the Twin Lakes Redevelopment Plan in the mid 1980's to <br />guide future development in the area generally bounded by Cleveland Avenue, <br />Snelling Avenue, County Road C-2, and County Road C. <br /> <br />· The plan provides the framework for a well planned development which provides <br />a good return to property owners when they determine it is time to sell. The plan <br />attempts to minimize adverse impacts on the community and nearby residential <br />areas. <br /> <br />· The plan calls for the construction of additional roads within the area to enhance <br />property value and future development potential. <br /> <br />· The plan provides for the construction of a new east/west road to be known as <br />Twin Lakes Parkway, between Snelling Avenue on the east and Highway 35W <br />on the west. <br /> <br />· Because the original plan is over eight years old, the City contracted with the <br />consultant firm, BRW, to review the plan and prepare recommendations <br />concerning the location and design of Twin Lakes Parkway. <br /> <br />· In September, 1996, BRW produced a report, previously sent to the Council, <br />recommending a revised alignment of Twin Lakes Parkway and associated <br />utilities, between Fairview and Cleveland Avenue to line up with the existing 35W <br />ramp. BRW's report recommends vacating duplicate roads such as lona Lane. <br /> <br />1 <br />
