He explained that the study included:

Right-of-way alignment for Twin Lakes Parkway
Enhancements to roads
Infrastructure improvements
Cost estimates of improvements

Mr. Pakalns explained the forces and issues which have changed since the last
amendment to the Plan. He reviewed four options for improving the 135W
exit/entrance ramp. He recommended that the ramp be left in the current
location and improved for safety and capacity. Four options for the right-of-way
alignment were presented. He recommended option "C", staying in alignment
with the existing ramp, along the south edge of the Hyman property. Four detail
alignments along the Hyman south property line were studied. The
recommendation was to use option "B".

Mr. Pakalns described four stages of road construction from west to east. The
specific design of the parkway improvements was discussed. The ADT is
estimated at 12,000-15,000 per day; three lanes are essential. The consultant
recommended one paved trail along one side of the parkway. The trail should
be on tlie north side of the parkway. Looped trails are recommended.

Pakalns recommended parkway enhancement design "C" with a wider median
and a 90 foot right-of-way. Entry monuments/landmarks are proposed at major
corners. Street trees and street lighting were recommended for the entire
parkway and Twin Lakes area. The ponding is to be done in regional ponds.

Commissioner Wilke asked for option details regarding ramp locations. He

3
