<br />1. Many businesses are in the process of making long term business decisions and <br />need to know what the final alignment will be soon. <br /> <br />2. Many property owners need to know exact dimensions of the realignment so that <br />their site can be adjusted to take advantage of the new road frontage. <br /> <br />The City staff has met individually with representatives of Cummins Diesel, Indianhead, <br />Ryan, Hyman Freightways, and Weyerhaeuser. These meetings reemphasized the <br />need to know what the final alignment and exact dimensions of the realignment would <br />be. The impact of the realignment on the Hyman Freightways maintenance/safety <br />building was not addressed in the study. City staff will be working with Hyman <br />Freightways to address this issue. <br /> <br />At the first reading, on October 14, 1996, the City Council accepted comment (written <br />and verbal). <br /> <br />Staff Recommendation: <br /> <br />The Twin Lakes Business Park plan was adopted as part of the City's Comprehensive <br />Plan in 1994, including the location of Twin Lakes Parkway. If the location of the <br />Parkway is to be changed, then a Comprehensive Plan Amendment will be required. <br />It is recommended that the City Council approve a Comprehensive Plan Amendment to <br />incorporate the BRW study and its findings as part of the Twin Lakes Master Plan and <br />the thoroughfare plan and submit it to the Metropolitan Council for review. <br /> <br />Assuming the Council approves this amendment and the Metropolitan Council reviews <br />it positively, the next step will be to authorize staff to do a feasibility study to determine <br />exact location and phasing of roadway improvements. The third step will be to prepare <br />an "official road map" which is a plat illustrating the exact amount of land needed for the <br />realignment. The "official mapping" process is a State law that allows a City to <br />designate a future road right-of-way and give the City an opportunity (6 months) to buy <br />that right-of-way prior to future building construction in the right-of-way (see <br />attachment). <br /> <br />Planning Commission Recommendations: <br /> <br />On October 9, 1996, the Planning Commission unanimously recommended that the City <br />Council approve a resolution adopting an amendment to Roseville Comprehensive Plan <br />subject to review and comment of the amendment by the Metropolitan Council. The <br />Commission further recommended that the City Council authorize staff to begin the <br />feasibility and "official right-of-way mapping" process as soon as practical after <br />approval of the Comprehensive Plan amendment. <br /> <br />Suggested Council Actions: <br /> <br />1.
