Page 2
City of Roseville
January 22, 1997

Calculation Assumptions:
30% of total area for building footprint
Calculations only include the incremental change on sites where there is existing
structure(s) -- assume that light/industrial/warehouse land uses are similar in tenns
of impacts as technical/office/showroom land use.

Threshold for an EA W for construction of new or expansion of existing warehouse or light
industrial facility is 450,000 square feet (does not include parking or approach areas) of
gross floor space. Threshold for an EIS is 1,000,000 square feet of gross floor space. It is
important to point out that gross floor space includes the square footage of all floors. The
calculations presented about only include building footprints. However because there are
no specific plans for any of the sites, it would be premature to attempt to identify
additional floors at this time.

Based on the above calculations and assumptions the Twin Lakes project will require the
preparation of a State Environmental Assessment Worksheet. Because of the sensitivity
around this project, I would like to review the calculations with Gregg Downing of the
Environmental Quality Board as a final check. As discussed on the phone last week, the
project definition --the study area boundaries and additional square footage numbers--
directly relates to the scope of environmental work and cost for this project. Once there is
concurrence on these figures, BR W will complete the preparation of the Scope, Schedule
and Budget for this project.

Thank you for providing the background information for this proposal.
I will call you on Thursday to review the results of the calculations.

cc: Arijs Pakalns
Jon Horn

000118
