BRW's understanding of the proposed scope of services, estimated cost for services <br />and project schedule are prcscnted herein. <br /> <br />GENERAL PROJECT APPROACH <br /> <br />The State Environmental Assessment Worksheet is intended to be a brief document designed <br />to present the basic facts ncccssary to determine whether or not an environmental impact <br />statement (EIS) is required for the project. The Responsible Governmental Unit (RGU), <br />which, for the Twin Lakes Parkway project is the City of Roseville, must order an EIS if the <br />project has the potential for significant environmental effects. The criteria used to determine <br />if the project has the potential for significant environmental etfects are as follows: <br /> <br />type, extent, and revcrsibility of environmental efJects; <br /> <br />cumulative potential effects of related future projects; <br /> <br />extent to which environmental effects are subject to mitigation by ongoing regulatory <br />authority; <br /> <br />the extent to which environmental etfects can be anticipated and controlled. <br /> <br />The RGU cao also order an EIS if inforrn.ation needed to make a reasoned decision regarding <br />the significance of environmental effects is lacking, As indicated in the attached memo dated <br />January 22, 1997, based on the level of information available at this time regarding the <br />potential development and redevelopment of the project site, the total area of developable <br />building footprint coverage is estimated at 781,376 square feet The assumptions used in the <br />calculations are presented in the rcferenced memo. The threshold for an EIS under the <br />"construction of new or expansion of existing warehouse or light industrial facility" category <br />is 1,000,000 square feet of gross floor space. <br /> <br />00QHZJt2J6 <br />
