<br />FEB-05-1997 14:09 <br /> <br />BRW <br /> <br />612 370 1378 P.03/09 <br /> <br />Mr, Karl Keel, PE <br />February 5, 1997 <br />Page 2 <br /> <br />As indicated under Work Task I, because of the controversy surrounding this redevelopment <br />project, a review of the project, methodology for developing the square footage, and the <br />definition of the project should be reviewed with Gregg Downing_ On Monday, February 3, a <br />meeting with Gregg took place regarding the project. At said meeting, Gregg was <br />comfMtable with the numbers, but pointed out that there is a gray area in the Minnesota <br />Environmental Rules regarding the definition of "construction" as it relates to redevelopment <br />on a particular site_ To address this potential gray area, the EA W docunlent will stress the <br />following areas: <br /> <br />Project History, including clarification rcgarding previous proposed zoning and current <br />zoning (retail versus light industrial/office/showroom) <br /> <br />Clear description regarding parcel by parcel assumptions <br /> <br />Clear detinition of what parcels are included within the study area (parcel 1-30, as <br />outlined in attached figure prepared by the city) <br /> <br />Carry through the theme, where appropriate, of how the proposcd redevelopment <br />within the project area could result in environmental improvemcnts rather than adverse <br />impacts. <br /> <br />In addition to providing a clear and concise project description in the EA W, it will be <br />imperative that the document cross-references thc Centre Pointe development project, the <br />EA W prepared for the project, and any impacts refcrenced in said project that should be <br />considered as part of the Twin Lakes Parkway EA W. BRW currently has a copy of the <br />Centre Pointe EA W. To ensure that the most up to date information is included in the Twin <br />Lakes Parkway EA W, BRW requests that copies of the comments letters and the developed <br />responses for the Centre Pointe project be forwarded to our office as they arc <br />received/developed. <br /> <br />~~> <br /> <br />The final point in the overall approach to this project relates to the final aligrunent location <br />for the proposed Twin Lakes Parkway. The scope of work, budget and schedule will be <br />finalized upon direction from the city regarding potential analysis of two alignment locations, <br />one preferred alignment or the elimination of thc roadway through the project site. Because <br />of this outstanding issue, a budget and schedule are not included in this draft submittal. <br /> <br />SCOPE OF SERVICES <br /> <br />BR W will conduct the following tasks as part of the Twin Lakes Development State <br />Environmental Assessment Worksheet. <br /> <br />QlQIQIQIQI7 <br />
