<br /> <br />nt Approval: Ma <br /> <br /> <br />DATE: 02/10/97 <br />ITEM NO: K-l <br />Agenda Section: <br />Re orts (Continued) <br />I LAKES PARKWAY ALIGNMENT - <br />FEASIBILITY STUDY PROGRESS REPORT <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />Background <br /> <br />In November, 1996, the City Council received a report from BRW, the City's <br />engineering and planning consultant for Twin Lakes, as well as the <br />Planning Commission and staff recommending that the alignment of Twin <br />Lakes Parkway be altered to take a more southerly route (800 to 900 feet <br />south) of the alignment within the comprehensive plan. This change in <br />alignment was recommended because it would allow, at some future date, <br />the Parkway to connect directly to the existing Interstate 35W entry ramp at <br />Cleveland Avenue, The consultants cited numerous advantages: <br /> <br />a. direct access to the business park from the freeway <br />b. no costly rebuilding of the freeway ramps <br />c, significantly reduced environmental impacts because ponds and <br />wetlands would not be disturbed <br />d. a redesign of the parkway would reduce the width of right-of-way <br />e. the parkway would move further south from Langton Lake and <br />houses north of the Twin Lakes Business Park <br />f. the road would not bisect the single largest parcel of land with <br />(Hyman Freightways) <br />g. many smaller "paper roads" could be vacated to create larger <br />development parcels. <br />h. the infrastructure investment would be inside the business park, <br />thereby increasing the value of adjoining parcels (as compared to <br />making improvements only on the MnDot Ramp, if possible) <br /> <br />A public hearing was held on this issue by both the Planning Commission <br />and the City Council because action to change the location of the Parkway <br />would also change the City's comprehensive plan.
