Alternatives

There are a number of alternative actions that can be taken by the City,

1) The City could take no immediate action, continue the hearing, and
ask for further improvements to the feasibility study. Action would be
delayed until after the completion of the Twin Lakes EAW which is
being done, in part, based on the Elwyn Sands petition for a study of
impacts in the area. The EAW would assume the road alignment
shown in the BRW feasibility study. It is estimated these two studies
will be completed in May, 1997, making the June 9, 1997 meeting the
appropriate time to reconsider this issue.

2) The City could conclude that the project, on the currently proposed
alignment should proceed. However, based on Minnesota EQS rules,
no action on the Comprehensive Plan amendment can be taken until
after the EAW process has concluded.

3) The City could take no action and table this project indefinitely,

4) The City could deny the application for a realignment of the Parkway,
meaning that the existing northern alignment on the Comprehensive
Plan map would remain.

5) Citing the cost of this acquisition and construction project, the City
could decide that it is too expensive and abandon the concept.

5
