<br />III. ENVIRONMENT AL REVIEW PROCESS <br /> <br />The Twin Lakes EA W was submitted to the Environmental Quality Board on April 28, 1997. The EA W <br />Notice of Availability was published in the Minnesota EQB Monitor on May 5, 1997. Copies of the EA W <br />were mailed to all of the agencies and organizations on the EQB distribution list (see Appendix A). The 30- <br />day comment period ended on June 4, 1997. <br /> <br />IV. COMMENTS ON THE EA W <br /> <br />During the comment period, letters of comment were received from the following agencies and companies: <br /> <br />· Minnesota Department of Health <br />· Minnesota Department of Natural Resources <br />· Minnesota Environmental Quality Board <br />· Minnesota Historical Society <br />· Minnesota Pollution Control Agency <br />· Metropolitan Council <br />· Everest Development, LTD. <br /> <br />The comment letters on the Twin Lakes EA Ware included in Appendix B. Following is a summary of the <br />comments received and responses to the comments. <br /> <br />A. Minnesota Department of Health (MDH) <br /> <br />1. The MDH recommends that a well inventory be performed to determine ifthere are any existing <br />water supply wells (active or unused, unsealed) on any of the properties being developed and <br />especially along the routes of the new sewer lines. <br /> <br />Response: The City concurs that well inventories should be conducted for each project area parcel <br />prior to development activities taking place. Well inventories will be performed at the time specific <br />development(s) are proposed. <br /> <br />B. Minnesota Department of Natural Resources (DNR) <br /> <br />1. The DNR requests clarification of the response to Question #11. <br /> <br />Response: The drainage ditch enters the study area at County Road C, between parcels 24 and 27, <br />in the southeast portion of the study area. The ditch, which flows in a northeasterly direction, is <br />adjacent to the western edge of parcel 27, the western and northern edge of 26, the southern and <br />eastern edge of29, and the eastern edge of30 before exiting the study area at the northeast comer <br />of parcel 30. This ditch drains an undetermined amount ofland south of County Road C and empties <br />in to Oasis Pond, northeast of the study area, <br /> <br />The City acknowledges the comments from DNR regarding the eventual loss of wildlife. <br /> <br />2 <br />
