<br />TWIN LAKES EA W <br /> <br />Finding of Fact Regarding <br />Decision on Need for Environmental Impact Statement <br />June 23, 1997 <br /> <br />I. PROJECT DESCRIPTION <br /> <br />The City of Roseville is the project proposer and Responsible Government Unit (RGU) for the Twin Lakes <br />project in the City of Roseville, Minnesota. The proposed Twin Lakes development area includes the <br />development or redevelopment of30 parcels totaling 738,810 net additional square feet of buildable footprint <br />coverage, for a business park total of nearly 2.1 million square feet. The project is expected to be fully <br />developed by 2010 and will include the construction of a new street (Twin Lakes Parkway), walking and <br />biking trails, and landscaping enhancements. <br /> <br />Some ofthe primary environmental issues discussed in the EA W include: <br /> <br />· Hazardous Waste/Contaminated Soils: Each development or redevelopment will have to consider <br />clean-up of hazardous materials due to past industrial activities in the area. Potentially hazardous <br />wastes and contaminated sites may be cleaned up at a more aggressive pace as parcels are <br />redeveloped. The extent of hazardous wastes and the level of effort required for clean up will be <br />detennined on a case by case basis at the time development proposal(s) are submitted for any portion <br />of the Twin Lakes project area. <br /> <br />· Air Oualitv: Construction activities may generate airborne dust due to site grading with construction <br />equipment. This will be a temporary impact lasting until construction is complete and the site area <br />is revegetated. Increased traffic volumes within Twin Lakes will not have air quality impacts <br />significant enough to cause any violation of state CO standards. <br /> <br />· Noise: Noise will be generated during construction by construction equipment. Construction noise <br />will be a temporary impact and will be controlled by limiting construction activities to daytime hours <br />and assuring that construction equipment is properly muffled. Noise generated from additional traffic <br />is predicted not to exceed any state daytime residential standard. Noise generated from additional <br />traffic is predicted to exceed state nighttime standards at two of the three sites analyzed. <br /> <br />· Traffic: The project is expected to result in no significant traffic impacts. Several of the traffic <br />impacts identified in the traffic analysis are attributed to the background traffic conditions and would <br />be expected to occur without the Twin Lakes redevelopment. The minor traffic impacts imparted by <br />the project are expected to be mitigated by constructing exclusive right turning lanes at selected <br />intersection approach locations. <br /> <br />II. REASONS FOR ENVIRONMENTAL REVIEW <br /> <br />The Twin Lakes project meets and exceeds the state Environmental Assessment Worksheet (EA W) threshold <br />for IndustriaVCommercial projects (Minnesota Rule 4410.4300, subp. 14). Pursuant to Minnesota Rule <br />4410.1000. subp. 4, the Twin Lakes EA W addresses the cumulative impacts of the proposed project. <br />
