<br />city may be required to hold formal public hearings on each property whose zoning <br />designation would change. <br /> <br />Another alternative is to require all churches and schools to apply for a PUD. <br /> <br />Planning Staff Recommendation: <br />The staff recommends the adoption of an ordinance (draft attached) requiring a <br />conditional use permit for establishing or expanding and church or school facility <br />with an R-l or R-2 zone. This should be seen as the first step in creating <br />performance standards for churches, schools, public buildings and places for public <br />gatherings. <br /> <br />At a future time, the Commission and Council should consider changes to the City <br />Code Section 1010, Design Standards, to provide more detail on the site planning, <br />architectural design, and landscaping of such facilities. <br /> <br />Planning Commission Recommendation <br />At the April,1996 Planning Commission meeting, the Commission <br />recommended approval of the ordinance, with cautionary notes about the <br />impact that churches and school have on existing residential neighborhoods <br />and the need to have a specific section in the city design standards that deals <br />with design, massing, height, parking areas, buffers, landscaping, and <br />drainage. <br /> <br />Suggested Council Action (Second Reading-May 28): <br />By motion, adoption of an ordinance (draft attached) requiring a conditional use <br />permit for establishing or expanding churches, schools, public buildings (including <br />city and county buildings) and facilities within R-l or R-2 zones. <br /> <br />By motion, direct the staff to prepare a draft amendment to the Design Standards, <br />City Code Section 1010, to include city design standards that deal with design, <br />massing, height, parking areas, buffers, landscaping, and drainage for churches, <br />schools, and public buildings and public gathering facilities.
