Planning Staff Recommendation: The staff recommends the adoption of an ordinance (draft attached) requiring a conditional use permit for establishing or expanding and church or school facility with an R-l or R-2 zone. This should be seen as the first step in creating performance standards for churches, schools, public buildings and places for public gatherings. At a future time, the Commission and Council should consider changes to the City Code Section 1010, Design Standards, to provide more detail on the site planning, architectural design, and landscaping of such facilities.
