<br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br />t Approval: <br /> <br />M <br /> <br /> <br />DATE: 09-23-96 <br />ITEM NO: E-l <br /> <br />pproved: Agenda Section: <br />~ Organizationa~ Business <br /> <br />Item Description: ROSEVILLE TIF CONSULTANTS <br />SELECTION FOR 35W-GATEWAY and CENTRE POINTE <br /> <br />Background: <br />At the September 16, 1996 work session, the Council requested staff to <br />prepare a "pool" of development and financial consultants who can assist <br />the Council and staff with project reviews regarding the use of TIF and <br />other City incentives within City of Roseville Development Districts. The <br />pool would be reviewed before each major project is undertaken to identify <br />a suitable consultant. The staff would recommend consultants with <br />appropriate experience and skills, but the Council would ultimately make <br />the selection from the pool as specified in the City's Professional Services <br />Policy. <br /> <br />The specific activities of the pool consultants should be to: <br /> <br />1. Complete independent TIF financial analysis and define the tax <br />increment impacts on other districts. <br />2. Review financial stability of developers and the project proforma. <br />3. Assist with recommendations on public policy which may affect <br />development or redevelopment. <br />4. Identify and inform the Council and staff regarding developer <br />background and past projects. <br />5. Provide assistance on market trends and architectural merit. <br />6. Provide advise on business retention, expansion, recruitment, and <br />promotion. <br /> <br />The qualifications of the consultant should include: <br /> <br />1. Certification in the field of expertise including CPA, attorney, <br />development credentials, such as NAIOP. <br />2. Experience in review of development proforma and business financial <br />records. <br /> <br />1 <br />
