<br />3. Understanding/work experience with public agencies and policy. <br />4. Working knowledge of developers, TIF, and other financial <br />development techniques. <br />5. Working knowledge of architecture and site planning. <br />6. Working knowledge of market trends in the Twin Cities. <br />7. Ability, in writing and verbally, to present information to public <br />agencies and the City Council. <br />8. A listing of prominent major projects and/or clients within the <br />metropolitan area. <br /> <br />Staff Observations: <br />City staff has worked or is familiar with each of the consultants on the <br />attached list.. Each has strengths that could be used by the City at some <br />time in the project review process. More than one could be used on a single <br />complicated project. <br /> <br />Staff Recommendations: <br />Because time is short and each of the consultants on the attached list is <br />considered a expert in their specialty, city staff recommends keeping all of <br />these consultants in the "pool" and interviewing them in more depth as <br />required by future projects. <br /> <br />For the immediate future for the 35W-Gateway and the Centre Pointe sites, <br />staff recommends using Rich Zabell of Cobb and Associates for financial <br />reviews, and Tom Hauschild and Dick Strassburg of Tegra, Inc. for specific <br />development, leasing, and marketing work. These two companies are <br />familiar with Roseville projects and have been involved in earlier studies on <br />these sites. Legal and bond consultants would not change at this time. <br /> <br />Suggested Council Action: <br />By motion, establish a non-exclusive pool of financial and development <br />consultants as listed on the attachment and from that list select Cobb and <br />Associates and Tegra, Inc. to initially assist the city on the 35W-Gateway <br />and Centre Pointe projects for review of specific project reviews, city <br />proposals, overall development reviews, TIF requests and marketing. <br /> <br />Attachments: 1) Professional Services Policy <br />2) Consultant List <br />Report by: Dennis Welsch (490-2232) <br /> <br />2 <br />
