The property is zoned R-1 Single
Family and is in an area where streets and utilities have just been improved as a part of
the Pavement Management Program. On May 28, 1996, the City Council approved an
18 foot front yard setback minor variance to allow Mr. Wallish to construct an attached
garage to his home. At the time, Mr. Wallish had also requested that he be allowed to
construct a new front porch and entrance to his home. At the time, the porch addition
would have extended into public right-of-way and was therefore, denied.

Since that time, the City Council has adopted a resolution vacating 28 feet of right-of-
way on the south side of Rose Place, giving the residence more front yard. Mr. Wallish
has, again, applied for a minor variance to construct a 6 foot by 8 foot front porch at the
northeast comer of his home. Mr. Wallish's house was built in 1939 and has been
added onto several times since then. In order to improve the internal traffic flow of the
home, Mr. Wallish's initial proposal was to concentrate the entrance from the garage
and the front in the same location. In order to accomplish this, he is seeking a 14 foot
front yard setback variance.

Variance Request Summary

Requirement

Proposal

Variance

30 foot front yard setback

16 foot front yard setback

14 foot variance

The Minor Variance Committee has reviewed this request and has unanimously
recommended approval of a 14 foot frontyard setback variance to allow for the
construction of a new 6 foot by 8 foot porch and entryway. It was the Committee's
belief that Mr. Wallish's proposed improvements to his home would upgrade and
modernize an existing home in the City of Roseville. In this case, as with the previous
variance to construct the attached garage, the hardship lies in the location of the
existing home relative to the property line and the relocated Rose Place cul-de-sac.

1
