<br />issuance of City bonds that are paid back over a longer period of time and hopefully, at <br />better interest rates, For the Commission's review, we have included some information <br />about housing improvement areas with this report, <br /> <br />Planning Commission Action: <br /> <br />At the December 11, 1996 Planning Commission meeting, the Commission <br />recommended that the interpretation of the code by the staff was correct and that the <br />Westwood Village III Homeowners Association should install concrete curb and gutter <br />as required by code. However, the Commission asked the Council and staff to consider <br />alternative (and more innovative) storm water management treatments and different <br />curb/gutter designs for different levels of development or densities in future <br />amendments to the code. The Commission also asked that the City Attorney review the <br />code to determine how (if necessary) the city could approve "non-dimensional" <br />variances - such as curbs vs, no curbs - and to give examples of what might be <br />hardships in such cases. <br /> <br />Staff Recommendation: <br /> <br />The Planning staff recommends continued adherence to the code requirements which <br />state that curbs are required in parking lots as they are rebuilt.
