WESTWOOD VILLAGE In
459 West Couaty Reed C ,
R.oeevi1le. MillDe80ta 55113

12 November 1996

Roseville Planning Commission
%.Mike Falk

Re: code 1004,01 D for We~ Village '11' driveway project

Mayor Wall and City Council Members:
We are really impressed with what the Planning Commission and the City Council has done to
make Roseville a special place to live,
In the last year Westwood Village III ~ been investigating procedure to remove and replace
our existing driveway. Last summer we met with Mike Falk to help clarify our concerns'regarding the
city's codes surrounding this matter, We ~re told code 1004.01 D required curbs and gutter for
parking lots, and that our driveway is a parking lot. If we didn't want curbs and gutters, we would have
to apply for a variance,
We spoke recently with Dennis Welsch and met with Mike Falk in the conference room at City
Hall (where we 'saw recent photos of the city's achievements on the bulletin board ~ quite impressive).
( ,
Mike then told us of the appeal process and,~ decided to follow this avenue. .
Westwood Village III does not consiCJer our driveway a parking lot and feels the code does not
apPly to us. We understand that the city's requirement of curbs and gutters is to control the direction
'of surface water drainage and in some cases, to make an aesthetic improvement.
We feel this code does not appty to WWV III for the following reasons:

'. We do not have a drainage problem. There are three large drains on our property which
handle the surface water drainage effICiently.

. We have four bays for gUests and residents which ar~ not part of the driveway. We have,
two retaining walls which are designed to architecturally com~liment as well as function as
curbing. In some areas the driveway is so narrow that two cars cannot pass, Adding curbs
would make this sitwation even more difficult. '

. Snow removal is a' problem for us, Snow must be pushed up onto the berm in the winter to
allow for' sufficient access and plowing. Curbs would only hinder this process, and would
sustain damage from ,the plows: we would be responsible for their repair or replacement.

. The majority of our home owners do not feel curbs are" appropriate for W'NV III. A strong
concern is maintaining our aesthetic direction. We have tried to emphasize a more natural,
less citified look which suits our pond site and architecture.

We val~ being located in Roseville close to all amenities, and yet being able to sit on our
deck and feel like we are at our north woods cabin. The appearance of our site is ~ry important to
us. This is why we live in Roseville and have the best of all possible worlds.~e invite you to come see
the view of the jX>nd'from our houses'and understand why we want to maintain our rustic look.
We appreciate the opportunity to appeal ~nd hope you will recognize our c~ncern to
maintain the essence of WestwOod Village III. Thank you for your time and efforts in this matter.

Cordially, westwood Village III Board Members
