While the visual impacts may be the same, with proper time limits (60 days) and proper
setbacks as per code requirements and the use of in place power - no outside
generators except for back up power, this temporary tower concept may serve an
immediate need and allow the city to do "visual testing" in a neighborhood for a
specified period of time. It also would allow for easy removal or adjustment for better
transmission clarity or visual screening. Provided the Council could issue a temporary
permit with conditions, this seems to be an innovative short term solution to the multiple
tower issue that merits further discussion/review.

Staff Recommendation:

1. Staff recommends continuing the APT request for permission to begin the CUP
process on the Dale Street Fire Station site until January 27, 1997. This would
allow time for the City Manager to meet with School District officials regarding
joint tower sites on school property.

2.

Staff recommends Council approval of a temporary tower (COW) for either the
Dale Street Fire Station site or the Parkview School site, to last no longer than 60
days with a possible extension of 60 days.

L
Council Action Suggested: ~ ~ t

1.
