<br />Staff Recommendation: <br /> <br />Staff recommends approving the APT request to gain entry to the Fire Station site for <br />soil borings, communications/broadcasting, and strength testing as a temporary <br />location, if needed by APT. <br /> <br />Assuming an agreement can be reach for purchase of the Water Authority land, the <br />staff also recommends that the Council designate APT as the official CUP applicant for <br />the communications tower on land at the Water Authority Site, adjacent to the <br />reservoirs. APT can then begin the CUP application process for any of the sites the <br />Council selects. <br /> <br />Finally, APT will need direction from the City on when and where it should begin the <br />CUP application for the Water Authority site. <br /> <br />Suggested Council Action: <br /> <br />1. By motion, authorize the City Manager to negotiate a purchase price for the <br />Water Authority site; the price to be supported by revenue from the <br />communications tower lease revenue. <br /> <br />2. By motion, authorize the Mayor and City Manager to sign the site entry and <br />testing agreement for the temporary site (if needed by APT) and the Water <br />Authority site (after the city has control or permission), subject to City Attorney <br />review. <br /> <br />3.
