REQUEST FOR COUNCIL ACTION <br /> Date: August 11, 2014 <br /> Item No.: 13.a <br />Department Approval City Manager Approval <br />Item Description: Consider Design Modification to the County Road B Pathway Project <br />B <br />ACKGROUND <br />1 <br />At the February 10, 2014 City Council meeting, City Council approved the installation of a <br />2 <br />pathway along the south side of County Road B west of Cleveland Ave. This pathway was <br />3 <br />approved as an 8 foot paved shoulder area along the in-place roadway. <br />4 <br />There was one exception to the standard proposed section and that was the area between <br />5 <br />Fairways Lane and Fulham Street on the west end of the project area. This section of County <br />6 <br />Road B has 4 driveways and 5 lots which are impacted by the proposed design. At the January <br />7 <br />16, 2014 Public Meeting regarding this proposed project comments were received related to the <br />8 <br />loss of on street parking in this area. As a result, Council approved a sidewalk in this area to <br />9 <br />maintain on street parking. That sidewalk was proposed to be a 6 foot walk with a 5 foot <br />10 <br />boulevard. <br />11 <br />Once staff was able to produce an initial design for this project, it was determined that the <br />12 <br />proposed sidewalk with the boulevard would have negatively impacted at least one fence and <br />13 <br />potentially several trees. Therefore, it is necessary to consider extending the blacktop surface 6 <br />14 <br />additional feet to provide space for both on street parking and the pathway. Attachment A shows <br />15 <br />the two areas as currently proposed. <br />16 <br />The residents in this area were recently made aware of this potential design modification and <br />17 <br />some residents have expressed concerns over the proposal. Therefore, staff sent a survey to the 5 <br />18 <br />impacted properties to determine how many of these residents want to maintain on street <br />19 <br />parking. Four of the five properties responded to the survey. Three preferred no parking on the <br />20 <br />south side of the street and one wished to maintain parking on the south side. The resident <br />21 <br />surveys received are attached. (Attachment B) <br />22 <br />We are asking Council to consider the results of the survey and then direct staff to build either <br />23 <br />the pathway maintaining on street parking in this area or prohibit on street parking on the south <br />24 <br />side of County Road B through this area, as it will be along the rest of County Road B, and <br />25 <br />extend the in-place pavement a maximum of 2-3 feet. <br />26 <br />PO <br />OLICYBJECTIVE <br />27 <br />Roseville, with its current pathway system and the proposed additions to that system, strives to <br />28 <br />address the transportation needs of the pedestrian and cyclist. Through the development of these <br />29 <br />proposed pathways, we are expanding the pathway network into the larger community, allowing <br />30 <br />users safer linkages to the regional system. <br />31 <br />32 <br />Page 1 of 2 <br /> <br />
