B <br />ACKGROUND <br />10 <br />On June 9, 2014, the City Council removed from consideration of zoning text amendments <br />11 <br />associated with the University of Northwestern, modifications to Table 1005-1 pertaining to <br />12 <br />housing and civic/institutional uses that the Community Development Department was <br />13 <br />proposing. <br />14 <br />PTA <br />ROPOSALEXT MENDMENTS <br />15 <br />During the student housing review for University of Northwestern the Planning Division <br />16 <br />determined that a few changes within the Commercial and Mixed Use Districts regarding <br />17 <br />housing and civic/institutional should accompany the City portion of the proposed text <br />18 <br />amendments. <br />19 <br />The Planning Division views single family attached units as an appropriate housing type in the <br />20 <br />NB district as well as multi-family (3-8 units) because these types of residential developments <br />21 <br />can be completed on smaller commercial parcels and their impacts would be similar or <br />22 <br />potentially less that some permitted commercial uses in the district. These are proposed as <br />23 <br />conditional so as to mitigate any issues or concerns that could occur when adjacent low density <br />24 <br />residential. <br />25 <br />The Planning Commission recommended that mixed use buildings with residential over <br />26 <br />commercial be removed as permitted use from the NB District. The concern that led to that <br />27 <br />recommendation was that typically that type of development occurs at a building height <br />28 <br />inappropriate for NB.
