REQUEST FOR CITY COUNCIL ACTION <br />8/11/2014 <br /> Agenda Date: <br /> Agenda Item: 13.d <br />Department Approval City Manager Approval <br />Item Description: Consider a Zoning Text Amendment to Section 1004.05A One- and Two- <br />Family Design Standards of the Roseville Zoning Ordinance <br />GI <br />ENERALNFORMATION <br />Applicant: Roseville Community Development Department <br />Location: Text amendments the LDR-1 and LDR-2 districts <br />Project File History: <br />Proposed amendments brought forward to Planning Commission for <br />discussion/recommendation in June, July, and November 2013. <br />B <br />ACKGROUND <br />1 <br />In 2013, the City Council directed the Community Development Department to work with the <br />2 <br />Planning Commission to review and consider possible modifications to Section 1004.05A, One- <br />3 <br />and Two-Family Design Standards (garage door setback requirements). <br />4 <br />In June, July, and November 2013, the Planning Commission held public hearings regarding text <br />5 <br />amendments to section 1004.05A of the Zoning Ordinance. <br />6 <br />Following is the history regarding the creation of the requirements found in Section 1004.05A as <br />7 <br />well as the recommendation of the Planning Commission. <br />8 <br />On July 7, 2014, the City Council considered the Planning Commission’s recommendation and <br />9 <br />discussed the option (indicated in the report) to modify the placement of garage to a 5-foot <br />10 <br />forward design (see Attachment A). The Council directed staff to refine the proposal brought <br />11 <br />forward that evening regarding the 5-foot forward allowance and to further discuss with the <br />12 <br />Planning Commission the 40-foot setback exemption and whether that distance is appropriate. <br />13 <br />Also at the July 7 City Council meeting, Dean Hanson, of Hanson Builders, made a presentation <br />14 <br />to the Council regarding custom home design. Mr. Hanson spoke in favor of an amendment <br />15 <br />changing the garage setback to a 5-foot garage forward design so he and other home builders can <br />16 <br />take advantage of design efficiencies that cannot be realized under the current regulation. <br />17 <br />CR <br />URRENTEGULATIONS <br />18 <br />The challenge with any zoning regulation is to determine what the community considers to be <br />19 <br />desirable and undesirable design and then develop the least intrusive regulatory environment that <br />20 <br />accomplishes the community’s goals without providing undue burden on private property <br />21 <br />owners. <br />22 <br />Roseville’s current garage standards have three main regulatory elements: <br />23 <br />1.A limitation on garage width as a percentage of the building façade <br />24 <br />2.A setback of 5 feet from the predominant building <br />25 <br />PROJ0017-20_RCA_081114.doc <br />Page 1 of 3 <br /> <br />
