3.An administrative waiver procedure to allow garages that do not comply with the standards <br />26 <br />in hardship situations, without the need for a variance (contained in §1004.05B). <br />27 <br />City Code §1004.05A reads as follows: <br />28 <br />One- and Two-Family Design Standards: <br /> The standards in this section are applicable to all <br />29 <br />one- and two-family buildings, with the exception of accessory dwelling units. The intent of <br />30 <br />these standards is to create streets that are pleasant and inviting, and to promote building <br />31 <br />faces which emphasize living area as the primary function of the building or function of the <br />32 <br />residential use. <br />33 <br />1. <br /> Garage doors shall not occupy more than 40% of the building façade (total building front); <br />34 <br />and <br />35 <br />2. <br /> Garage doors shall be set back at least 5 feet from the predominant portion of the principal <br />36 <br />use. <br />37 <br />City Code §1004.05B reads as follows: <br />38 <br />Requirements Apply to All New Construction: <br /> On lots with physical constraints, such as <br />39 <br />lakefront lots, where the Community Development Department determines that compliance <br />40 <br />with these requirements is impactful, the Community Development Department may waive <br />41 <br />the requirements and instead require design enhancements to the garage doors to ensure that <br />42 <br />the purpose of the requirements is achieved. Design enhancements required for garage doors <br />43 <br />where the preceding requirements cannot be met may include such things as paint, raised <br />44 <br />panels, decorative windows, and other similar treatments to complement the residential <br />45 <br />portion of the facade. <br />46 <br />PCA <br />LANNINGOMMISSIONCTION <br />47 <br />On August 6, 2014, the Roseville Planning Commission held the duly noticed public hearing <br />48 <br />regarding garage door placement. After presentations by the City Planner and Community <br />49 <br />Development Director regarding recent discussions with the City Council and Planning Division <br />50 <br />amendment language, Commissioners asked a few questions and then discussed the proposed <br />51 <br />amendments. <br />52 <br />Commissioners indicated immediate support of the amendment to allow a garage forward design <br />53 <br />and concurred that the 5-foot forward distance proposed was appropriate. Most discussion <br />54 <br />centered on whether an exemption should be given for garages set back a great distance on large <br />55 <br />lots. <br />56 <br />Commissioners indicated that this exception should only be for very large lots where the <br />57 <br />character of the neighborhood will not be altered.
