REQUEST FOR COUNCIL ACTION <br /> Date: 8/11/14 <br /> Item No.: 13.g <br />Department Approval City Manager Approval <br />Item Description: Establish a New Support Supervisor Position within the Information Technology <br /> Division <br />B <br />ACKGROUND <br />1 <br />Since 1999, the City Council has consistently approved Joint Powers Agreements authorizing the City <br />2 <br />of Roseville to provide Information Technology support to area municipalities and other governmental <br />3 <br />agencies. To date, the City has 32 such agreements in place worth a combined total of $1.1 million <br />4 <br />annually. This group of governmental agencies is informally referred to as the metro institutional <br />5 <br />network group or Metro I-Net for short. <br />6 <br />7 <br />The primary benefit from these partnerships is the cost-sharing of information technology and support <br />8 <br />functions. In addition, the group retains a much stronger complement of IT Staff to service its needs <br />9 <br />than they could if they were to operate independently. <br />10 <br />11 <br />The City currently employs 12 full-time positions within the IT Division. They include: <br />12 <br />13 <br />Information Technology Manager <br />14 <br />Network Systems Engineer (2) <br />15 <br />Network Systems Analyst <br />16 <br />Records Management Analyst <br />17 <br />Network Server Support Specialist <br />18 <br />Computer Support Specialist (6) <br />19 <br />20 <br />Staff representatives from the Metro I-Net group meet a few times a year to discuss planning and <br />21 <br />operational issues that are common to group members. During the past year, the group held a series of <br />22 <br />discussions on what the appropriate staffing levels should be given the size and scope of our combined <br />23 <br />operations. There was general agreement that the Metro I-Net group was understaffed, and that it <br />24 <br />would be advantageous to expand the level of support staff over the next few years. <br />25 <br />26 <br />The group further agreed to budget for two new positions in their respective 2014 Budgets to address <br />27 <br />the increasing backlog of support tickets and to better coordinate and supervise the computer support <br />28 <br />function. A new Computer Support Specialist was added earlier this year. The Council is now asked to <br />29 <br />approve the creation of the second position; a full-time IT Support Supervisor.
