tort liability lawsuits involving traffic signs. <br />34 <br />Regulatory, warning, and guide signs and object markers must be retroreflective or illuminated <br />35 <br />to show the same shape and similar color by both day and night unless there is an exception in <br />36 <br />the MN MUTCD manual. <br />37 <br />In 2007, the Public Works Department purchased software to track traffic sign maintenance, <br />38 <br />type, material, and locations. Signs have been replaced with Diamond Grade DG3 when the <br />39 <br />manufacturers expected life cycle was reached. DG3 quality sign materials have the lowest life <br />40 <br />cycle costs and meet current retroreflectivity standards. <br />41 <br />Staff is recommending adopting the attached sign maintenance policy using the management <br />42 <br />method to ensure standards are met. <br />43 <br />PO <br />OLICYBJECTIVE <br />44 <br />To improve public safety on city streets and prioritize replacements within the city budget. This <br />45 <br />policy will bring us in compliance with the Minnesota Manual on Traffic Control Devices (MN <br />46 <br />MUTCD) per the compliance date of June, 14, 2014. <br />47 <br />BI <br />UDGET MPLICATIONS <br />48 <br />The current 2014 sign maintenance supplies budget is $15,200. We replace dated and non- <br />49 <br />reflective traffic signs using annual operating budget dollars. Current budgeted dollars are <br />50 <br />sufficient to replace the remaining signs at the end of their useful life to meet the retro <br />51 <br />reflectivity requirement.
