<br />6(a) <br /> <br />CITY OF RO;V~L~~~~G -COMMISSION <br />MINUTES <br />Wednesday, March 12, 1997 <br /> <br />~nin9 F~2880: Ryan Companies US, Inc. request for an amended <br />P conce approval consisting of 47.6 acres for development of a <br />619,000 s.f. mixed use development consisting of 3 business hotels, 2 sit- <br />down restaurants, 5 office buildings, 2 office showrooms, and 1 <br />office/manufacturing building on the 10 remaining lots within the original <br />Centre Point project. <br /> <br />Chairperson Harms opened the public hearing and asked Rick Jopke to provide <br />a background report. The city attorney explained the procedure of the review <br />and recommended that the Planning Commission hear all items but await further <br />studies on transportation. <br /> <br />Rick Jopke explained the proposal for the 56-acre site. The Comprehensive <br />Plan designates the site as business, the zoning is B-4 business, and there is a <br />Special Use Permit for a PUD. The current request is to amend the PUD and <br />rezone the site specifically for a PUD. <br /> <br />Rick Jopke explained the history of the site: in 1985, 657,000 s.f. was proposed <br />as office/garden office. In 1989, Woodbridge proposed 950,000 s.f. It was not <br />approved. In 1994, Woodbridge requested a 560,000 s.f.development with <br />450,000 s.f. of retail uses. The Council realized the impact and did not approve <br />it. <br /> <br />In 1985, the Comprehensive Plan and zoning was originally changed to <br />business. An Environmental Assessment Worksheet was done; no impact was <br />found. Woodbridge improved the site. <br /> <br />Ryan Companies has an option to buy from Woodbridge and construct 619,000 <br />s.f. of additional space. There would be 83,000 s.f. more space than <br />Woodbridge. Buildings would be 1-3 stories tall, Exterior materials were <br />explained. <br /> <br />Modification to some ponds may OCCUL Landscape and lighting will be on each <br />site. <br /> <br />Staff analysis is on-going. The staff recommended that the Planning Commission <br />ask for additional comments and continue the hearing to March 26, 1997. <br /> <br />Roger Jensen stated that there is litigation occurring on this site. In 1986 when <br />Wier began development, the city acquired many parcels. The city has invested <br />over $6.0 million into this site. The developer would repay this through tax <br />increment financing. The developer was to be in default in 1994, and asked to <br />build the big box retail design instead. The Council declined changes in the <br />development plan; in part, because of traffic. The developer sued the city in <br />order to avoid default. <br /> <br />1 <br />
