<br />were found to pose an environmental risk to the Property and that further environmental <br />assessment W?5 unwarranted" (Delta Enviromnental Consultants, Inc., 1994) <br /> <br />Storm water Drain:H!e: <br /> <br />After passing through on site detention ponds) about 17 acres of the site drains south into <br />Wetland SOW, The remaining 40 acres drains to the Cleveland Avenue storm system and <br />then into Wetland 203W, east of Cleveland Avenue. Wetland 203W is a regional drainage <br />pond for an total area of about 329 acres) while Wetland SOW has a total drainage area of <br />about 504 acres, Both wetlands are designed to accept the run-off from Centre Pointe as <br />long asthe rates are maintained at or below the predeveloped rates of 1986. Both ponds <br />have outlet structures that have been sized to limit the duration and rise in water surface <br />elevation during rain events. By restricting runoff rates to preexisting conditions (as <br />required by Rice Creek Watershed District), the extra volume created by the building and <br />parking lots \\iJJ not cause water levels to change significantly in either pond and <br />therefore, w:1: no: adversely aJter the hydrology, or associated plant and animals <br />communities in either we:land <br /> <br />Site LandscaDin2. Li2htin2 and Trails: <br /> <br />" " .~ <br /> <br />When the existing Centre Pointe Business Park ,was developed, sidewalks,. street trees and <br />street lights were placed along Centre Pointe Drive and Lydia Avenue, A bituminous trail <br />was also constructed around the perimeter of the site. <br /> <br />Ryan's proposed plan will maintain the existing walks, street trees and street lights, The <br />bituminous trail is in poor condition and will be reconstructed around the perimeter of the <br />site to fit with the proposed Ryan Site Plan. See sheets 4 and 5 of the pre:iminary plan set <br /> <br />Each individua1lot will be landscaped to enhance the architecture of the buildings, See <br />sheets 10 and 11 of the preliminary plan set. Appropriate site lighting wil1 also be <br />provided for each lotuslng lighting that is dov.'ncast and will not disturb the residemia! <br />neighborhood, highway and businesses adjacent to the si~e, <br /> <br />Buildin2 Architecture: <br /> <br />The buildings are designed to step back to create a more interesting massing and to bre8:k <br />up the facade (See attached building perspective and elevations). The exterior wall <br />finishes are complimentary brick masonry building finishes, complimenting the existing <br />building structures. with accent areas of stucco or decorative cast stone concrete. <br />Exterior openings are enclosed with aluminum frame v and glass doors and windows <br />Finish grade quality of wood, stained or painted, will be used on some of the proposed <br />buildings to accent entries and highlight areas, The majority of proposed buildings will <br />have low s10ped roofs hidden from view by parapet walls. The hotels, restaurants and <br />office buildings are proposed to create a business community with uses to serve not only <br />the Centre Pointe Business Park but enhance the surrounding area. <br /> <br />- 4 - <br />
