Hearin 6a <br /> <br />Ryan Company reques for approval of an Amended PUD and <br />minor subdivisions for the Centre Point project. <br /> <br />E-~ <br /> <br />Ul BACKGROUND <br /> <br />1.1 Ryan Companies has entered into an option agreement to purchase the <br />undeveloped portion of the Centre Pointe Business Park located between 135W and <br />Cleveland Avenue, south of County Road D and north of County Road C, Ryan <br />Companies is requesting approval of an amendment to the PUD which the City <br />approved in 1985, Representatives of Ryan Companies were present at the 2/12/97 <br />Planning Commission meeting and presented a PUD sketch plan to the Planning <br />Commission for review and comment. On March 12, 1997 the first hearing on the <br />proposal was held by the Planning Commission. The Commission continued the <br />hearing to March 26, 1997. after the Council (March 24th) has decided whether the <br />Environmental Assessment Worksheet is adequate. The Commission's continued <br />hearing also gave the applicant and staff an opportunity to review questions submitted <br />at the initial hearing, At the March 26, 1997 meeting, the staff will be prepared to <br />answer questions (verbal report) based on comments from the March 12th meeting <br />See the attached draft minutes from the meeting, Exhibit B. <br /> <br />2.0 HISTORY of LAND USE AND ZONING DESIGNA TIONS <br /> <br />2,1 In December of 1985, the City received a proposal by Woodbridge Properties to <br />develop 647,080 square feet of office and garden office/service space on the 56.4 acre <br />Centre Pointe Business Park site. Specific approvals included a comprehensive <br />plan amendment from low/medium density residential to business, rezoning from <br />1-1, R-1, R-2, and B-3 to 8-4, platting, special use permit for a planned unit <br />development (PUD), and tax increment financing. An Environmental Assessment <br />Worksheet (EAW) and an Indirect Source Permit (ISP) were also completed. The City <br />determined that the EAW sufficiently addressed environmental issues and that an <br />Environmental Impact Statement (EIS) was not necessary. <br /> <br />2.2 Woodbridge Properties cleared the site, completed construction of streets, <br />utilities, stormwater ponds, pathways. and other infrastructure in accordance with the <br />approved plans. Woodbridge Properties has subsequently constructed a total of <br />110,000 square feet of space on the site in one office building and two garden <br />office/service buildings on two parcels, The remainder of the site is currently vacant. <br /> <br />1 <br />
