<br />2.3 The site was reviewed again in 1994 as part of the Comprehensive Plan <br />revisions. A Business use designation was retained for the entire business park area. <br />Comments included: <br /> <br />The Centre Pointe area ...has taken longer than normal to develop and has numerous <br />vacant garden office/warehouse and office parcels which could also be used for <br />office/industrial uses. Staff recommends retaining office, garden office/warehouse, and <br />office/industrial use in lieu of other commercial/retail uses on the site, which would create <br />additional heavy traffic demands on Cleveland. (Source:Landuse-3) <br /> <br />The southern portion of Centre Pointe planned units development...could be developed as <br />light industrial office/service areas consistent with the uses east of Cleveland...The <br />planned unit development for Centre Pointe should be evaluated to determine whether an <br />amendment is necessary. It is clear, however, that no retail activity was anticipated in the <br />Centre Pointe area. (Source: Landuse-18) <br /> <br />2.4 In 1997, the zoning remains "B-4" with a Planned Unit Development by Special <br />Use Permit. <br /> <br />3.0 RYAN PROPOSAL <br /> <br />3.1 On the vacant parcels Ryan Companies is proposing to construct 619,000 s, 1. of <br />additional buildings, This will add an additional 80,000 s.t. of space in comparison to the <br />original Woodbridge proposal. Building heights will range from one to three stories, <br />Exterior building materials will include brick, and glass with stucco and decorative cast <br />stone concrete accents, similar to or matching the materials in the first two buildings, <br />Proposed uses on the site include 2 business oriented hotels, 2 sit down restaurants, <br />office, office/manufacturing, and office/showroom. See Exhibt E. <br /> <br />3.2 - Ryan Companies proposes no major changes to the existing infrastructure on <br />the site. Existing streets, street trees, and street lights will be maintained. Some <br />modifications to deepen or expand the existing stormwater ponds will be done to <br />comply with Rice Creek Watershed District requirements. Portions of the existing <br />pathways will be repaired and/or rerouted to accommodate the proposed development. <br />The 8 foot pathway will have a dedicated public easement to allow the public to use the <br />path. <br /> <br />3,3 There is a master landscape plan for the entire site. Ryan has updated this plan <br />and it does meet city design guidelines. Heavy landscaping and screening will be <br />extended along the entire Cleveland Avenue edge of the site to soften the visual impact <br />as seen from the residential neighborhood to the east. Each individual lot will be <br />landscaped to enhance the architecture of the buildings. Down cast site lighting will be <br />provided on each site which will not disturb the residential neighborhood, highway or <br />businesses adjacent to the site. HVAC will be screened on the roof. Where possible, <br />trash will be held within the buildings, otherwise trash will be placed in roofed <br />enclosures. See Exhibits D, E, F. <br /> <br />2 <br />
