This is a serious problem that <br />needs to be rectified through substantial additional traffic analyses. If such additional traffic study <br />work is not performed, significant potential exists that traffic to and from the Centre Pointe <br />development, together with trips generated by new development in the other nearby business parks, <br />will cause serious traffic problem.s. The types of problems that might be created include: <br /> <br />a) Increased traffic accidents on Cleveland Avenue because the frequency of access pomts <br />proposed for Centre Pointe is much greater than the standard for A minor arterials. <br /> <br />b) Major congestion at the intersection of Cleveland Avenue and the ramps for northbound 1- <br />35W due to the planned construction of Twin Lakes Parkway to the east and the removal of <br />the loop ramp from northbound I-35W to westbound County Road C. <br /> <br />c) Major congestion on County Road C between Long Lake Road and Snelling Avenue. A study <br />completed in 1989 by the Barton-Aschman firm concluded that major upgrading would be <br />needed for this roadway. In addition, the Tower Place Comprehensive Plan Amendment <br />adopted by the City of Roseville on January 22, 1996, acknowledged the need to widen <br />County Road C to five lanes, with turning lanes. The County bas no plans for improvements <br />to County Road C and is particularly concerned about the lack of left turn lanes at several <br />major intersections and access points along this roadway. <br />
