On Friday, February 14, 1997, I received a telephone <br /> <br />call from David Pieper of the OSM firm concerning the OSM Traffic Study. <br />Mr. Pieper stated that he had heard that I had concerns abou t the <br />OSM Traffic Study, and he indicated that he was calling because he <br />was the OSM project manager responsible for the Study. He then <br /> <br />asked if I was concerned because one or two exhibits from our 1985 <br />report were included in their 1997 Study. I said no, that was not <br />the problem. Rather, I said that the problem was that about half the <br />text in the body of their report is a verbatim copy from our 1985 <br />report. Then I stated that since there was such extensive copying <br />from our 12-year-01d report, major issues were raised concerning the <br />quality and professionalism of the OSM Study. <br />7. Pieper then responded that they had been requested only <br />to accomplish a minimal update to the 1985 report prepared by our firm. <br />He further stated that they (OSM) were directed to use as much as <br />possible from the 1985 report. <br />8. On Friday, February 21, 1997, I received a telephone <br />call from Jack Hunter, who identified himself as the President of the <br />OSM firm and indicated he was aware that I had raised issues concerning <br />the OSM Traffic Study concerning Centre Pointe Business Park. He <br />proceeded to state that he had reviewed their Traffic Study and our <br />1985 traffic report for the Centre Pointe Business Park, and he noted <br />that much of their report is a direct verbatim copy from our report. <br />He apologized on behalf of his firm, and stated that "our report doesn't <br />meet anyone's standards," that "this shouldn't have happened," and "I <br />personally don't condone this behavior, and neither does our firm." <br />He also stated, "I cannot tolerate this type of conduct; our reputation <br />is crucial; we have to conduct ourselves in a professional manner; this <br />behavior is grounds for dismissal for the employee who wrote the report." <br />9. I attempted to contact Mr. Hunter by phone on Monday, <br />February 24 to discuss suggestions for resolving the issues with the <br />OSM Traffic Study. Failing to reach him by phone I delivered a letter <br />to Mr. Hunter on February 24 outlining my suggestions for resolving <br />
