We would suggest <br />that the locations to be analyzed be confirmed with staff of the involved agencies, <br />including: Mn/DOT, County, MPCA, Met Council, and City. <br /> <br />d) Traffic analyses should account for all roadway changes that are anticipated to <br />occur by the year 2001. For example, the City is planning to construct Twin Lakes <br />Parkway east of Cleveland Avenue. The first phase of this project is the segment <br />immediately east of Cleveland Avenue at the location of the existing ramps to and <br />rrom the north on I-35W. It is imperative that the analyses account for the planned <br />Twin Lakes Parkway and associated revisions to the intersection on Cleveland <br />Avenue. <br /> <br />e) Traffic analyses at the intersections with the ramps to and from 1-35W should <br />account for the metering that Mn/DOT utilizes for the on-ramps. Extensive <br />queues presently are experienced on Cleveland Avenue during the p.m. peak <br />period due to the metering on the entrance ramp to northbound 1-35W. <br /> <br />f) Traffic study report should correctly identify the function of Cleveland Avenue, <br />County Road C, and County Road D. The report incorrectly labeled these routes <br />as collectors. All three routes are minor arterials, with p.ortions of each designated <br />as A minor arterials. <br /> <br />g) Site plan should be revised to provide access on Cleveland Avenue that is <br />consistent with the A minor arterial designation of that route. The site plan shown <br />in Figure 4 of the EAW shows eight access points along Cleveland Avenue. This <br />frequency of access is much greater than the standard for A minor arterials. The <br />number of access points needs to be reduced in order for Cleveland Avenue to <br />safely and efficiently serve its A minor arterial function. <br /> <br />h) Trip generation and trip distribution projections should be reviewed and updated <br />as needed to represent valid forecasts. We noted several errors in the trip <br />generation projections presented in the existing study report. The trip distribution <br />projections need to be carefully reviewed because the existing study report utilized <br />the same projections, with just two minor changes, that were used in the 1985 <br />report. <br /> <br />To assist your understanding of the preceding points, the following two drawings are <br />enclosed with this letter: roadway map showing business parks in this area and drawing <br />prepared by the BRW firm showing plans for Twin Lakes Parkway and changes at the <br />intersection of Cleveland Avenue with the northbound ramps for I-35W. <br />
