<br />d__~b_,,__ <br /> <br />1313 5thatreets.e. · euite322 · minnsepolie,mn55414 <br />telephone: 612-331-4571 . fax: 612-331-4572 <br /> <br />25 February 1997 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Tim Nelson <br /> <br />FROM: <br /> <br />David Braslau <br /> <br />RE: <br /> <br />Review of Twin Lakes and Centre Pointe Proposals - Air Quality Issues <br /> <br />This memorandum is based upon a review of the Centre Pointe Business Park EA W <br />dated January 1997, the Indirect Source Pennit Application for the Centre Pointe <br />Business Development dated February 1997, and infonnation on the proposed EA W for <br />the Twin Lakes Business Park project, all in Roseville, Minnesota. <br /> <br />The proposed Centre Pointe expansion would involve approximately 619,000 square feet <br />of new floor area. The air quality analysis for the Center Pointe EA W and ISP shows a <br />maximum projected 8-hour Carbon Monoxide concentration of 7.64 ppm at the County <br />Road D intersection. The next highest projected concentration is 6.66 ppm at the County <br />Road C and Cleveland A venue intersection. <br /> <br />The proposed Twin Lakes Business Park project would add approximately 781,000 <br />square feet of new floor area. Without a detailed traffic and s1Jbseqent air quality study, <br />definitive conclusions about the potential impact of these two projects together on air <br />quality are not possible. However, because of the closeness of the projected <br />concentrations to the 9 ppm 8-hour standard established by the MPCA, the potential for <br />violation of the standard witb the combined projects could exist. It is therefore important <br />and standard procedure that both the traffic and related ciii~~sociated with each of <br />these projects be'cOnSi~;simultaneously to ensure that th(t~~ulative impacts of the <br />two projects are accUrately estimated. This will provide the input needed to develop any <br />mitigation measures to accommodate the traffic from the projects and ensure that air <br />quality and noise standards are met. <br /> <br />The attached table presents a simplified approach for evaluating the potential for air <br />quality impacts when both of the projects are considered together. <br /> <br />everest.mem 97013 <br /> <br />EXHIBIT "" <br />
