As a Licensed <br />Professional Engineer with more than 20 years of experience working with watersheds, DNR. and <br />U.S. Army Corps of Engineers, I have had experience with the Minnesota Environmental Review <br />Program since its inception. In reviewing the information that you have provided, it appears that <br />there are several related projects being undertaken by the City of Roseville and Ryan Companies <br />US, Inc., that have to be evaluated relative to the EAW presented. <br /> <br />T Q understand the proposal addressed in the EAW more completely , one should examine the other <br />related documents that you have obtained and made available to me; Specifically, the documents, <br />including the EAW, that I have reviewed relative to the ponding and wetland issues are: <br /> <br />1. .Twin Lakes Business Park, Comprehensive Plan Amendment, September 30, 1996' <br />prepared by BRW, Inc., for the City of Roseville. <br /> <br />2. .Wetland Permit Application, Regional Pond for Twin lakes Redevelopment Area, <br />October 9, 1996. prepared by BRW, Inc., for City of Roseville. <br /> <br />3. A packet of information containing: <br /> <br />a. Rice Creek Watershed Permit Application form dated Oct. 24, 1996, <br />. by Ryan Twin Lakes Limited Partnership; together with the engineer's <br />review and recommendations dated 10/18/96 (?) and other <br />supporting documents; all of which to secure a permit to construct <br />Phase One of th~ re,gLonal Q9nd in an area of Centre Pointe site <br />outside of DNR protected wetland 62-50.
