This permit <br />application is designated by RCWD as 97-06 <br /> <br />4. Letter from the U.S. Army Corps of Engineers dated November 12, 1996, <br />signed by Timothy J. Fell on behalf of Ben A. Wopat, Chief, Regulatory Branch. <br />authorizing the work within State Protected Wetland 62-50W,. <br /> <br />5. .Centre Pointe Business Park, Environmental Assessment Worksheer prepared by <br />the City of Roseville with Ryan Companies US, Inc., stated as the proposer. <br /> <br />6. Letter from U.S. Army Corps of Engineers dated February 3,1997, from Mr. <br />Timothy J. Fell on behalf of Michael M Weburg, Chief, Western Permits Section, <br />relative to the filling within the drainageway of Centre Pointe Business Park. <br /> <br />From t~e review of these documents, it is apparent that there was knowledge of the regional <br />ponding proposed within and adjacent to the Centre Pointe Business Park site, dating back to <br />September, 1996, if not before. The EAW, page 10, addresses 'Physicallmpacts on Water <br />Resources'. There is no mention of the regional pond to be constructed within the Centre Pointe <br />Business Park. This regional pond construction necessitates the alteration of the wetland adjacent <br />to Centre Pointe, yet, there is no reference to this whatsoever. <br /> <br />The Minnesota Environmental Review Program .simply requires the RGU to go through a <br />standardized, public process designed to disclose information about environmental effects. ,,' <br />according to the EQB's "Guide to the Rules of the Minnesota Environmental Review Program". With <br />the Centre Pointe EAW, the Question of disclosure is G...,.IUUS. <br />
