Baker <br />Greene Espel <br />Suite 1700 <br />333 South Seventh Street <br />Minneapolis, MN 55402 <br /> <br />Engineers <br />Architects <br />Planners <br />Surveyors <br /> <br />Dear Mr. Baker: <br /> <br />This letter is in response to your letter of March 7, 1997 regarding the Centre Pointe EA W. <br />To help address your four specific comments, I have included your questions and our answer <br />to the questions. <br /> <br />1) The City would like a more complete explanation of the changes affecting traffic <br />volume on Cleveland Avenue from 1995 to 1997... <br /> <br />The Ramsey County Public Works Department adjusted the 1995 traffic counts on <br />Cleveland Avenue to arrive at Annual Daily Traffic (ADT). In the report, some of the <br />hourly counts were used from these traffic counts. Hourly counts are generally not <br />adjusted, but daily counts usually are. The report used hourly and 24 hour counts <br />from the same traffic count. In order for the hourly numbers and the 24 hour counts <br />to be compared on an equal basis the Ramsey County adjustment was added back into <br />the traffic counts. One of the traffic counts was adjusted by 8% to reflect 2% growth <br />per year for two years and 4% for the ADT adjustment. The other count was adjusted <br />by 11 % to reflect 2% growth per year for two years and 7% for the ADT adjustment. <br /> <br />2) Please provide a more detailed description of the assumptions and methodology of trip <br />generation used. <br /> <br />Please find enclosed the four summaries of land use types used (832,312,831,710) <br />copied directly from the 5th Edition. Trip Generation Information Report. The Daily, <br />AM Peak Hour, and PM Peak Hour generation rates for Business Hotel were generated <br />based on occupied rooms, The 126,500 sq. ft. of gross floor space was expected to <br />have one hotel room per 400 sq. ft. (316 rooms) The occupancy rate was assumed to <br />be 63%. Note: The actual number of hotel rooms is now expected to be 159 rooms. <br /> <br />The Daily, AM Peak Hour, and PM Peak Hour generation rates for general office <br />building was generated per 1,000 sq. feet gross floor area. The office space was <br />assumed to be 478,600 sq. feet. <br /> <br />The Daily, AM Peak Hour, and PM Peak Hour generation rates for quality restaurant <br />was generated per 1,000 sq. feet gross floor area.
