Any use of or work within MnfDOT right-of-way will also require permit approval <br />prior to construction. The type of permit needed depends on the nature of the <br />proposed work. The trip generation rates on page 1 of Appendix A appear consistent with the 1991 <br />Institute of Transportation Engineers trip generation manual, and the trip distributions <br />that were modified rrom the 1985 traffic report seem reasonable. Under "Existing <br />Traffic Conditions on Cleveland Ave," it's not clear why the adjustment of the 1995 <br />counts to get the 1997 numbers was done the way it was.
