<br />,Mar. 18. 1997 12:54PM <br /> <br />BRAUN INTERTEC CORP <br /> <br />No. 3987 p, 4/13 <br /> <br />1.0 Executive Summary <br /> <br />Braun Intertec has prepared an Indirect Source Permit (lSP) application for a proposed office, <br />hotel and restaurant business development between Interstate 35W and Cleveland Avenue in <br />Roseville. Minnesota. This project is expected to begin in April 1997 and be substantially <br />completed in 2000. The project includes 619,600 square feet of new building floor space. An <br />additional 2,130 parking spaces will be installed as a result of this project. Hours of opecation <br />will vary: 24 hours a day for the hotel, daytime and evening operations for the restaurants and <br />daytime operations for the offices. <br /> <br />As part of the ISP application, noise impact modeling was conducted. Three receptor <br />locations were used in the evaluation of the noise impact under pre-and post-development <br />conditions. Relative to the Minnesota Noise Standards in Minnesota Rules Chapter 7030. <br />post~evelOPJDel1t traffic noise levels could potentially exceed the LID (65 dB(A)) and below <br />the Lso residential standards (60 dB(A)) at Receivers 1 and 2. However, the predicted Lso <br />noise levels at Receiver 1 are reduced from current levels by 0.4 dB(A). Post~evelopment <br />traffic noise levels are anticipated to be below the ~o [70 dB(A)] and Lso [65 dB(A)] <br />commercial standards at Receiver 3. In addition, the predicted LID and Lso noise levels at <br />Receiver 3 are reduced. by 1.3 and 3.9 dB(A), respectively. The reduced noise levels at <br />Receivers 1 and 3 are due to the attenuation effects of proposed buildings that would sqJarate <br />these receptors from roadways. <br /> <br />Since the noise impact modeling predicts a possible violation of the Minnesota Pollution <br />Control Agency's (MPCA) noise rules. Minn. R. ch. 7030, for the post-development scenario, <br />the applicant is seeking a noise exemption. Minn. Stat. i 116.07, subd. 2a(2) (Supp. 1995) <br />exempts from the MPCA's noise rules: "(2) an existing or newly constructed segment of a <br />highway. provided that ail reasonable available noise mitigation measures. as approved by the <br />commissioners of the department of transportation and pollution control agency, are employed <br />to abate noise." If" however, the MPCA is not prepared to address the request for an <br />exemption then the applicant would request a letter of no-action regarding the expected noise <br />generated by the Centre Pointe Business Park DevelopJneDI from the MPCA. <br /> <br />The proposed development is eligible fur an exemption because the main source of the noise <br />causing the predicted exceedance is an existing segment of a highway (l-35W), and all <br />reasonably available noise mitigation measures are being employed to abate noise. <br />
