<br />As the results in the above table indicate, the PM peak values assumed in the noise model
<br />were very close to the collected ambient noise YaIues.
<br />
<br />The ambient noise values suggest that existing background noise levels are currently close to
<br />Minnesota's Daytime Standards and may exceed Minnesota's Nighttime Standards for noise.
<br />The dominant sources of existing noise are traffic on Interstate 3SW and Cleveland Avenue.
<br />The Centre Pointe Business Development, as shown in the noise model presented in Ryan's
<br />ISP application, may increase existing noise levels at some. receptors, but only insignificant1y~
<br />ie., a predicted increase of 1.S dB(A). Such an increase is expected to be imperceptible.
<br />Variations of three decibels or less in noise generated by such sources as highways are
<br />regarded as undetectable to the average human under a well-accepted principle of acoustics.
<br />In addition, unlike commuter traffic patterns on Interstate 3SW, the traffic generated by
<br />Centre Pointe (an office. hotel. restaurant, and office/warehouse development) is not expected
<br />to be a factor before 7:00 a.m. Moreover, landscaping and other barriers associated with the
<br />Centre Pointe development will help buffer residential receptors from noise generated by
<br />traffic on Interstate 3SW. which is the dominant noise source during the morning hours, when
<br />the predicted and existing exceedances from Minnesota noise standards are expected to be tbe
<br />greatest. Federal noise standards applicable to federal highways travelling through residential
<br />areas allow noise levels of up to 70 dB(A) before noise abatement may be necessary. There
<br />are no violations of the federal noise standard. Even if the federal highway did violate the
<br />federal noise standard, neither Ryan nor the City ofRos~ille would be responsible for abating
<br />that noise source.
