<br />./"' <br /> <br /> <br />REQUEST FOR PLANNING COMMISSION ACTION <br />DATE: 03/12/97 <br />ITEM #: PF 2882 <br />nt Approval: Manager Approved: Agenda Section: <br />Hearin s <br />Ite Description: APT request for conditional use permit to erect non- <br />~hted 150 ft. steel self suw>ortin~hone tower and e~ment cabinets <br /> <br />1.0 Background <br /> <br />1.1) APT, a subsidiary of Telephone and Data Systems, Inc., requests approval of a <br />conditional use permit to construct a 150 foot steel, self supporting telephone tower and <br />equipment cabinets on a remote southwestern corner of property commonly known as <br />the St. Paul Water Authority - Reservoir site. See the attached map. <br /> <br />1.2) Roseville's City Code, Section 1012.10 A, states that commercial towers must <br />be located on city controlled or owned sites. In this case, the Water Authority property is <br />currently being purchased by the city, or the city will obtain control of the needed tower <br />site through an easement or other agreement. The City must designate the site as a <br />"tower site". The City Council has previously given APT the authority to act as the <br />applicant for a tower site that the city will designate on the Water Authority site. <br /> <br />1.3) Because the Water Authority site was not a city controlled or owned site at the <br />time of adoption of the ordinance, and because the site is zoned "R-1", APT, as the <br />designated city applicant, must apply for a conditional use permit. A public hearing is <br />required and has been scheduled for the Planning Commission meeting on March 12, <br />1997. <br /> <br />2.0 Consistency with Comprehensive Plan and Policy: <br /> <br />2.1) The installation of essential public communications equipment is recognized as a <br />necessity of the community. It may enhance public and police/fire emergency <br />communications. In the past the Commission and Council have referred to Vista 2000 <br />and Comprehensive Plan policies which state that the city should attempt to reduce <br />clutter and improve aesthetics; placing one multi-user pole on some of the highest <br />ground in the community reduces the need to place tall towers and wires in other <br />locations. As this new technology becomes more popular, it may be possible to use <br />existing tall buildings and other structures for more "phone cells". The proposed use <br /> <br />1 <br />
