<br />has no impact upon the comprehensive plan designation for the area, which is <br />currently designated as semi public Water Works land use. <br /> <br />2.2) It is anticipated that the City will soon purchase portions of the Water Authority <br />property and retain it primarily for public purposes including open space and park use. <br />Placing a communications utility tower on public land allows the city to control the <br />number of towers and uses of the site. <br /> <br />3.Jl Description of the Current Request <br /> <br />3.1) The applicants note that the site is currently owned and being used as a public <br />utility site for the storage and flow control of drinking water. A tower user, water utility, <br />and park/open space can coexist on the same site without placing additional public <br />service demands on the site. <br /> <br />3.2) The site is well screened by mature 50 to 60 foot trees and is bordered by a <br />cemetery on the west and southwest side. The first 50 60 60 feet of the tower would not <br />be directly visible from many residences because of the topography and thick <br />vegetation. <br /> <br />3.3) The site is accessible by existing roads within the Water Authority site. Because <br />this site is part of an eventual open space, the City will maintain the existing gravel <br />roads for use by utility providers such as the telephone tower leasers. No additional <br />parking spaces are necessary. <br /> <br />3.4) Studies have shown no health, noise or harmful radio waves are emitted by this <br />tower user. If the tower were to collapse, it would buckle and fall within the 150 foot <br />radius or less of the tower foundation. Ice and snow from the tower will also fall within <br />the radius. <br /> <br />3.5) The proposed steel tower would be approximately 150 feet in height and would <br />be self supporting - no wires or guys are necessary to anchor it. The maximum height is <br />established by a condition of the conditional use permit. The cellular phone antennas <br />on the tower (up to nine) are 6.6 feet long, 6 inches wide, and 1.5 feet thick. These <br />antennas will operate in the 1.9 Ghz to 2.2 Ghz radio frequency range, transmitting and <br />receiving a low power wireless radio signal to a service cell primarily in eastern and <br />central Roseville.
