<br />r <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 02-24-97 <br /> <br />ITEM NO.: <br /> <br />Manager Reviewed: Agenda Section: <br />Re orts <br /> <br />Sprint PCS request for approval to locate a temporary tower on <br />the St. Paul water utilities site in Roseville. <br /> <br /> <br />Background: <br /> <br />. Authority: Towers owned by City are permitted uses in B and I zones but require <br />conditional use permits (CUP) in all other zones. <br /> <br />. American and Portable Telecom (APT) has been approved as applicant for a <br />permanent communication tower conditional use permit on property currently <br />owned by the St. Paul water utility. <br /> <br />. The City is involved in negotiations with the St. Paul water utility to purchase <br />property where a permanent communication tower could be located. <br /> <br />. APT has applied for a conditional use permit for a permanent communications <br />tower subject to final acquisition of the site by the City and the successful <br />execution of a lease agreement with the City. Sprint PCS will be contributing to <br />the construction cost of this multi-user site and would be permanently located on ' <br />that structure. <br /> <br />. Sprint PCS is requesting City permission to construct a temporary tower on a <br />site close to the permanent location for up to 120 days with possible extension of <br />an additional 120 days. Sprint PCS has an agreement with the St. Paul water <br />utility to construct this temporary tower on their site. <br /> <br />. The temporary site would consist of a 95 to 100 foot wooden telephone pole <br />which would extend approximately 85 feet above grade. An antenna and <br />lightening rod would be located on top of this pole. They would like to begin <br />construction on the site as of March 1st and to be operational by March 31, <br />1997. <br /> <br />. The City in December, 1996, granted a request for a temporary tower for APT to <br />be located on the Dale Street fire station site for a period of 120 days with <br />extension for additional 120 days. <br /> <br />1 <br />
