,..

Mr. Jay Kennedy
March 25, 1997
Page No.2

The motorists traveling from the north on Snelling Avenue will still have the opportunity to make
a right turn onto Oakcrest Avenue and into the site. However, upon exiting, they will not be able
to make the left turn to go northbound on Snelling A venue. Two options are again available to these
motorists. They may turn right onto Snelling Avenue, travel south, exit and reenter northbound
Snelling Avenue at either the County Road B2 or the Highway 36 interchanges, or may make a U
turn at County Road B. The other option is to travel west on Oakcrest Avenue and make right turns
on Fairview Avenue and County Road C to travel back to Snelling Avenue. The alternate route is
not attractive, but is easier to follow than finding an alternate inbound route. We therefore anticipate
approximately 50 percent of the traffic will use the alternate route and 50 percent elect to use exits
and reentering to reach northbound Snelling Avenue. We therefore anticipate approximately
93 vehicles per day traveling westbound on Oakcrest Avenue. Thus, the total additional traffic
volume on Oakcrest Avenue from the National Tire Warehouse is estimated at 144 vehicles per day.

If you have any questions, or need any additional information regarding our calculations,
assumptions and estimates, please feel free to call me.

Sincerely,
Short Elliot Hendrickson Inc.

~~J~

Glen Van Wormer, P.E.
Manager, Transportation Department

sah
F:\PR01ECTSlROSEV\9402\LETIERS\KENNEDY.M2S
