A parking setback variance is also <br />requested. <br /> <br /> <br />1.0 Background <br /> <br />1.1) Embree Construction requests approval of a conditional use permit and a <br />parking setback variance to construct a 11,370 s.f. masonry and stucco building on a <br />vacant 1.86 acre site located at 2561 North Snelling Avenue. The building would be <br />occupied by National Tire Warehouse, a tire and auto accessory sales and service <br />business. Nine internal service bays are proposed. The building is valued at $500,000 <br />to $600,000. Hours of service are Monday thru Saturday 7:00am - 9:00pm; Sunday <br />8:00am - 6:00pm. <br /> <br />1.2) The vacant site was commonly known as the site of the Polar Meat Locker, just <br />one lot north of Oakcrest and Snelling. Most recently the site has been used as <br />overflow parking for the Knight of Columbus bingo parlor. To the south of the site is the <br />12,300 sJ. Knights of Columbus building and parking lot (zoned B-1), while to the west <br />is a health club (zoned B-1). North of this site is Rosebrook Park (zoned R-1). Just to <br />the northeast of the proposed new parking lot, the Snelling Avenue bike path enters the <br />frontage road. <br /> <br />1.3) The site is zoned B-2 (Business); the Comprehensive Plan designates this site <br />"LB" for limited retail business uses. In order to operate a service, installation operation <br />within a B-2 zone, the Zoning Code requires a conditional use permit. <br /> <br />1.4) The applicant also seeks a 7 foot parking setback variance to allow customer <br />parking to be placed 8.15 feet from the east (front) property line.
